If you're in a town in a whole different state and you see a buncha niggas on the block doing some of the things you just described at first glance, consciously or subconsciously, you more than likely will be thinking that's a gang. At first glance, it appears that way. Factor in a crime, that's what it is. Even if that's what it ain't, first impressions go a looooooong way especially in the court room and to a man that's concerned with his legal outcome in life, at least in this country, that's all that matters.
