I think it actually means elm st bishops its a liquor store on firestone i use to go to sometimes right down the street from the firestone station and inside its all tagged up with bishop hit ups...ive seen elm st bishops hit up

Elm St Watts is a small ese gang like Ivy St Watts/Hickory St Watts but these new clicks been poppin up over the past 10 years so either they got a Elm St Bishop click of ESB (they hang on Elm now instead of Bandera) OR Elm St Watts & Bishop is linked up hence the term Elm St Bishops if there is really such a thing.

aint no such thing as Elm Street bishops. Elm street is in the Bishops hood along with Holmes, Bandera, and beach st, but ESB stands for East Side Bishop. that's what the 9 deuce bishops like to call themselves. i know, i got family all thru this hood.
