Also, every district in Baltimore has at least 15 murders. You can't say the same for Chicago. The violence in Chicago is more concentrated.

Nigga we're comparing geographical areas with similar populations and demographics. The Eastern district in Baltimore and the Garfield park area in Chicago have similar populations and demographics so it is in fact a reasonable comparison.
